Job Overview

The Nodal Officer shall serve as the duly appointed representative Eutelsat for all matters pertaining to Cybersecurity, security compliance, telecommunications regulation, and lawful interception within the territory of India. The incumbent will be responsible for ensuring that Eutelsat networks, systems, and services are operated in strict conformity with the statutes, licences, and directives issued by the Government of India.

 

What You’ll Do:

 

  1. Regulatory Interface

Nodal Officer will be the interface for India DOT and need to liaise with Operations team to fulfil those requirements.

 

    1. Act as the single authorised point of contact with the Department of Telecommunications (DoT), the Telecom Enforcement Resource & Monitoring (TERM) Cells, the Ministry of Home Affairs, and other designated governmental agencies.
    2. Ensure the obligations of confidentiality for Indian National security requirements are maintained. This includes, but is not limited to, the legally required autonomy  for such requests that cannot be detailed to Eutelsat until Indian government approval is granted.
    3. Receive and action all lawful interception and monitoring requests, emergency directives, and security advisories.
      1. Nodal officer will be interface to India DoT and will be Operational interface to fulfil all the requirements
    4. Act as first point of contact for Security related incidents with reporting requirements to meet Indian Government and Eutelsat group requirements.
      1. Nodal officer will be operational interface between Eutelsat operations the Indian Department of telecommunications.
    5. Coordinating and work closely with Nodal officer of Local DPs to ensure alignment of responses filed by security agencies.
    6. Liaising and building relationship with security agencies.
    7. Build structured communication frameworks with regulators, reducing escalations and audit cycle times (for example, reporting templates).

 

  1. Compliance and Governance
    1. Ensure continuous adherence to the Indian Telecommunications Act 2023; Indian Telegraph Act, 1885; the Information Technology Act, 2000 (as amended); the conditions of the Unified Licence; and any other statutory or regulatory obligations in force.
    2. Implement and maintain policies and procedures aligned with ISO/IEC 27001 and other recognised telecom and information-security standards, as may be mandated.
    3. Manage and assure the requirements for testing and security based controls
    4. Create the local Cybersecurity and Resilience Policy compliant with the local regulation constraints and business needs in India, consider and apply the Eutelsat Group Cybersecurity and Resilience Policy.
    5. Act as the local business interface for the CISO group on Cyber Security or Security concerns. Working within group procedures for management of issues and risks.

 

  1. Risk Management
    1. Based on an identification of assets, threats, and vulnerabilities, responsible for identifying any risks and creating its own mitigation plan, compliant with local regulation constraints. Risks to be recorded within the Cybersecurity register and allocated to appropriate verticals for remediation.
    2. Design and implement local cybersecurity and resiliency policies compliant with DoT, TERM cell, CERT-In, and NCIIPC, balancing compliance with the Eutelsat Group security and business reporting needs.
    3. Interpret, enforce and assure firewall/security policies, Identity and Access Management (IAM) controls, system hardening, and frameworks from the regulators are implemented.
    4. Conduct themselves as the representative of the CISO group as the focal point for the flow down of Indian Gov requirements for assessment by operations teams.
    5.  Liaise closely with the Operations teams to assure the application and continuation of security requirements within the business delivery.

 

  1. Technical Oversight
    1. Assure the deployment and operation of telecommunications infrastructure in accordance with 3GPP, ETSI, and other applicable national and international standards.
    2. Working closely with Operations teams to ensure that requirements flowed down from the Indian Government  are communicated for assessment and action.
    3. Verify that network design satisfies security, data-localisation requirements and encryption controls prescribed by Indian law.
    4. Oversee implementation of minimum standards of security, both physical and cyber, of the Eutelsat or JV controlled ground stations and services.
    5. Assess and manage resilience matters pertaining to the security and compliance elements of Business Continuity and Disaster Recovery

 

  1. Reporting and Record-Keeping
    1. Maintain secure and complete records of all regulatory communications, approvals, and compliance activities.
    2. Submit periodic compliance reports to the CISO for Eutelsat Group reporting requirements.
    3. Provide immediate notifications internally of any suspected security incidents or regulatory breaches. Then act as focal point for incident reporting to Indian Government in line with in-country regulations

 

  1. Audits, Assessments & Compliance
    1. Lead and manage DoT/MHA/internal security audits, ensuring readiness, regulatory alignment, and prompt closure of findings. This is to include elements of lessons learned from security incidents.
    2. Maintain and update the enterprise security plan aligned with DoT, TERM Cell ,Computer Emergency Response Team – India (CERT-In) and National Critical Information Infrastructure Protection Centre NCIIPC mandates.
    3. Organise and conduct yearly assessments (internal + third-party) covering LIM, SNP, POP assets, driving continuous compliance.
    4. Implement audit-readiness frameworks, ensuring no major non-compliances in government/regulatory inspections.

 

What You’ll Need:

  • Eligibility to work in India and to obtain and maintain security clearance by the Government of India.
  • Education: Bachelor’s degree in Electronics & Telecommunications, Computer Science, or a related engineering discipline. A postgraduate qualification in regulatory affairs, network security, or a comparable field is desirable.
  • Experience: Minimum of ten to fifteen years of progressively responsible experience in telecommunications operations, network security, and regulatory compliance within India, including demonstrable interaction with DoT/TERM and other enforcement agencies.
  • Professional Credentials: Recognised certifications such as CISSP, CISM, ISO/IEC 27001 Lead Implementer/Auditor, CCNP/CCIE, or equivalent network-security qualifications will be considered an advantage.
  • Demonstratable experience as a ISO/IEC 27005 Risk Manager

 

Competencies and Attributes

  • Unimpeachable integrity and discretion in handling classified and sensitive information.
  • Demonstratable evidence of conducting functions like the Nodal Officer role in a globally managed organisation.
  • Sound analytical ability and capacity to interpret complex statutory instruments into actionable operational procedures.
  • Strong written and oral communication skills in English and Hindi; knowledge of additional Indian languages is an asset.
  • Availability for immediate contact and response at all times in the event of cyber incident, disruption of service, national-security or regulatory exigencies.
  • Skilled in leading cross-functional teams, coordinating with OEMs and large Managed Service Partners to drive security and compliance initiatives
