Who You Are:
A Deputy Security Officer with an understanding and appreciation of US national and cyber security matters as it applies to telecommunications and/or space industry. Understands how to operate and maintain appropriate security controls over telecommunications infrastructure, including how such controls apply to people, operational procedures, products/ equipment, and service providers. This role will have responsibility for managing the programme of compliance with US government departments and will be able to explain national and cyber security requirements into easily understood guidance, controls, and processes. Hold control and process owners to account for their responsibilities. Deep experience of quality reviews, compliance monitoring and reporting, audit preparation and execution, resolution of audit findings, and working with internal and external teams to resolve any security-related issues. Strong communicator and project manager: willing to get into operational detail, and zoom out to focus on the two or three things that make the biggest difference. What You’ll Do:
- Support Eutelsat’s Security Officer and Alternative Security Officer in complying with Eutelsat’s letter of agreement (LOA) with US Departments of Justice (DOJ), Defense (DOD) and the Federal Bureau of Investigations (FBI).
- Manage the programme of work to oversee compliance with the LOA – including managing relevant Steering Groups and Executive-level briefings.
- Lead ongoing improvement programmes where required, liaising with technical and non-technical stakeholders across the Group to ensure alignment to
- Make the linkages between US national security and the LOA. Facilitate senior management commitment on the importance of compliance to the LOA, including how compliance will be for commercial advantage for Eutelsat.
- Advise the business in turning Eutelsat commitments within the LOA into easily understood risks, controls, and operating procedures.
- Verify and update security documentation reflecting the application/system expansion of the Eutelsat network.
- Develop security compliance processes and/or guidance for third-party service providers upon initial contract. Support the business in ensuring this guidance remains relevant.
- Oversee regular submission of approval requests to DOJ, DOD, and FBI. Project manage any feedback from DOJ, DOD, and FBI on what needs doing by Eutelsat.
- Monitor how the business is implementing the LOA, and be willing to carry out controls assessments. Work with the business and relevant second/third line teams in implementing remediation.
- Support completion of internal and service provider security incident investigations, with accompanying reports specifying preventive action to be taken.
- Support the Law Enforcement Point-of-Contact to comply with any lawful intercept requests from US law enforcement agencies.
- Prepare an Annual Report for the Security Officer showing how Eutelsat complies with the LOA.
- Liaise with external auditors to review Eutelsat’s compliance with the LOA, and project manage any resulting remediation.
What it Takes:
- Ability to build stakeholder relationships with international stakeholders
- Ability to obtain and maintain a US Public Trust level clearance
- At least three years' experience in compliance and/or security assessments
- Understanding of binding US national security agreements
- Perseverance, patience, and resilience
- Strong communication skills including with senior management and external stakeholders (service providers; US regulators)
- Well organised, meticulous and great attention to detail, while maintaining the ability to provide a strategic overview
- Strong risk focus and curiosity to get into the why
- Able to work at pace and meet deadlines,
- Credibility in a professionally experienced (and predominantly non-US) workforce.
- A willingness to work flexibly across time-zones given Eutelsat management is split between UK and Virginia, and Eutelsat’s management is split between France, Italy and Mexico.
- Proficiency with MS Office suite including Word, Excel, PowerPoint, Visio.
