Role Overview

 

The Vice President – Teleports & Ground Infrastructure & Infrastructure Business Unit leads Eutelsat’s global teleport and RF ground infrastructure portfolio, combining end-to-end operational accountability with P&L ownership of the Ground Infrastructure Business Unit – a new internal business created to generate third party revenues from Eutelsat’s passive ground assets.

 

This role has two distinct but interdependent mandates. First, it ensures the operational integrity of Eutelsat’s owned and contracted teleport infrastructure - the physical layer on which all satellite services depend. Second, it leads the Ground Infra BU as a standalone commercial entity, generating revenues by offering ground network services (antenna hosting, colocation, connectivity) to third party satellite operators, hyperscalers, and government customers on an operator-neutral basis.

This commercial mandate replaces prior structural alternatives and positions the Group to optimise and monetise its ground asset base internally.

The position reports directly to the COO and interfaces with the other teams in Operations and across the wider organization as an infrastructure provider and internal service partner.

 

Strategic Mandate

  • Protect service continuity across GEO and LEO ground infrastructure.
  • Transform teleports from a cost base into a value-generating infrastructure platform.
  • Maximise utilisation and return on capital across the global asset footprint.
  • Build a scalable ground network as a service infrastructure business capable of future partnership and expansion.

 

Scope of Responsibility

 

1. Teleport Infrastructure Operations

This responsibility covers the physical and RF infrastructure layer only.  The VP role is responsible for ensuring the infrastructure used by the wider business is available, maintained and developed.

  • Full accountability for operational resilience, availability, and performance of owned and contracted teleport sites  
  • Site-level 24/7 readiness, infrastructure redundancy strategy, physical incident management response
  • Harmonisation of technical standards across GEO and LEO networks, and across the different locations.

 

2. Owned Teleport Portfolio

Direct responsibility for:

  • Rambouillet (France)
  • Cagliari (Italy)
  • Turin (Italy)
  • Madeira (Portugal)
  • Mexico

Scope covers: RF systems, antenna farms, power, HVAC, physical security, preventive maintenance and lifecycle management.

3. Third-Party Teleport Governance

  • Full commercial and operational oversight of outsourced teleports.
  • SLA enforcement and escalation governance.
  • Cost optimisation and contract renewal strategy.

 

4. Ground Infrastructure Business Unit – Full P&L Ownership

The Ground Infra BU is a newly created internal business unit established to commercialise Eutelsat’s passive ground asset. Eutelsat will operate them as an operator-neutral ground network as a service platform, retaining sovereignty over strategically critical infrastructure while generating third-party revenues. This VP is the founder and P&L owner of that business.

  • Revenue generation from antenna leasing, hosting, colocation, and gateway services.
  • Development of managed RF and infrastructure service offerings.
  • Business development and sales origination targeting third -party satellite operators, LEO constellation operators, hyperscalers, and government customers
  • Pricing strategy and margin discipline.
  • Capital allocation aligned with return thresholds.
  • Pipeline growth in coordination with Group Sales.
  • Ownership of revenue targets, EBITDA performance, asset utilisation metrics, and ROIC.

 

5. Financial & Capital Discipline

  • Ownership of global teleport OPEX and CAPEX.
  • Multi-year infrastructure investment roadmap.
  • Return on Invested Capital (ROIC) governance.
  • Asset optimisation and cost-to-serve reduction.

 

6. Leadership & Organisational Design

  • Lead integrated operational and infrastructure commercial teams.
  • Establish clear governance between service-critical infrastructure and third-party monetization opportunities.
  • Build commercial capability within an operationally driven organization.
  • Develop scalable infrastructure-grade processes.
  • Liaise with the existing Operational leadership in charge of service and infrastructure transition and operations.

 

Profile

  • 15+ years in senior satellite, telecom, or mission-critical infrastructure leadership.
  • Proven P&L ownership experience.
  • Experience in infrastructure monetisation, wholesale telecom, or colocation models.
  • Track record of building or launching a new commercial business unir or infrastructure as a service platform, ideally within or alongside an existing operator
  • Strong capital allocation and asset optimisation background.
  • Demonstrated ability to scale new business lines within complex organisations.
  • Deep RF and ground infrastructure expertise.
  • Comfortable operating in a matrix environment, with peer functions that are co-dependent but separately managed
  • Experience in navigating sovereign, regulatory or government sensitive infrastructure environments is advantageous.

  • Availability and resilience targets achieved.
  • Major incident reduction and MTTR improvement.

Commercial:

  • Infrastructure revenue growth.
  • EBITDA expansion.
  • Asset utilisation improvement.
  • ROIC above hurdle rate.
  • Growth of third-party hosting portfolio.

Organizational

  • Clear governance framework established between Teleports & Ground Network BU and other teams, with minimal boundary disputes
  • Ground Infra BU operational and commercially active within 12 months of appointment
