Who You Are: 

The Project Controller supports the Project Manager in the financial, contractual, and operational management of large-scale public or state-funded projects throughout their entire lifecycle.

The Project Controller will report to the Head of Group Project Controlling within the Group Controlling and FP&A organization.

Responsible for ensuring effective control over costs, schedules, and risks to optimize the project’s economic performance.

As a key partner in governance, the Project Controller guarantees the reliability of financial data and ensures compliance with all public reporting and regulatory obligations.

The scope will be highly oriented with French army (DGA) and the position will have a dotted line with Business Unit Connectivity team in charge of managing operationally these contracts.

The function “Project Controlling” is newly created and will require to support the process and tools improvements till reaching a mature level.

 

What You’ll Do:

1. Financial Management

  • Develop, monitor, and update multi-year budgets and margin-at-completion forecasts.
  • Ensure the accuracy and reliability of long-term financial projections and commitments.
  • Control costs, commitments, and cash flow movements.
  • Analyze variances between actuals and forecasts and propose corrective actions when required.
  • Validate revenue recognition milestones in coordination with the consolidation and accounting teams.

 

2. Planning and Performance Monitoring

  • Challenge the project master schedule.
  • Identify schedule, cost, or deliverable deviations and assess their impacts.
  • Anticipate key contractual milestones and administrative deadlines.

 

3. Reporting and Compliance

  • Prepare and deliver all financial and operational reports required by public authorities or clients (ministries, public finance departments, audit bodies, etc.).
  • Produce consolidated dashboards, summaries, and performance reports.
  • Ensure the quality, consistency, and traceability of all reported data.
  • Set up or enhance reporting processes in coordination with Finance and Project teams.

 

4. Process Improvement and Governance

  • Design, formalize, and implement internal processes for budgeting, reporting, and project control.
  • Define KPIs and standard performance metrics applicable to long-term projects.
  • Contribute to the automation and improvement of management tools (ERP systems, BI dashboards, automated reporting).
  • Support the construction/continuous improvement and maturity of the project control function within the organization.

 

5. Risk and Opportunity Management

  • Challenge risk register assessment of financial, contractual, and operational risks.
  • Develop mitigation plans and follow up on their implementation.
  • Identify opportunities for financial optimization and process improvement.

 

6. Coordination and Communication

  • Act as the main interface between internal stakeholders (Project, Finance, Legal, etc.) and external public counterparts.
  • Participate actively in steering committees and project review meetings.
  • Provide clear, data-driven analyses and recommendations to support decision-making.

 

What You’ll Need:

  • Master’s degree in Finance, Management Control, Project Management, Public Administration, or a related field.
  • 5 to 7 years of experience in project controlling or financial management of complex, long-term, or publicly funded projects.
  • Strong command of financial management tools and ERP systems.
  • In-depth understanding of public procurement procedures and reporting obligations.
  • Proven ability to design and improve financial control and reporting processes.
  • Rigorous, analytical, and well-organized, with strong attention to detail.
  • Excellent communication skills in both French and English.
  • Team-oriented and able to work effectively across multiple functions.
  • Proactive, solution-driven, and committed to continuous improvement.
